Public Works/Utilities Operations Manager - Weston

Calvin Giordano & Associates, a SAFEbuilt company is currently seeking a Public Works/Utilities Operations Managerto support our Weston, Florida operations. The Operations Manager is a key member of the Public Works Department and its leadership team. This position is responsible for supervision and management of all day-to-day operations and overall responsibility for maintenance of City's infrastructure including streets, storm drainage systems, stormwater pump stations, lakes, and water and sewer distribution and collection systems. The position is also responsible for carrying out a broad range of technical and administrative functions involving planning, supervising, and reviewing the work of contractors engaged in the maintenance and repair of City's infrastructure. Proficiency in the use of Computerized Maintenance Management Systems such as City Works is desirable. This position receives assignments from the Director of Public Works and will oversee a crew of 11 full-time employees.

Duties:

Delivers a high level of customer service.

Responds to and resolves difficult and sensitive citizen inquires and complaints.

Monitors and evaluates the efficiency and effectiveness of existing policies and procedures and recommends changes as needed .

Conducts inspections of city infrastructure to ensure that the appropriate levels of maintenance and repairs are being performed.

Performs condition evaluation of various assets and uses evaluation results to recommend and prioritize maintenance and repair work.

Oversees all contractors and vendors involved in the operations and maintenance of City's water and sewer distribution and collection systems, stormwater pump stations, lakes, street infrastructure, etc.

Plans, prioritizes, and coordinates maintenance activities with contractors to remedy deficiencies and schedule preventive maintenance.

Monitors and evaluates contractor performance. Develops work plans for maintenance and operations staff; assigns work activities; reviews and evaluates work product, and recommends improvements, as needed.

Monitors work in progress to identify problems, and to ensure organized and efficient work and a quality work product.

Performs inspections of contractors' repair and maintenance work to ensure completion in accordance with procedures established in the operations and maintenance manuals.

Coordinates with technical staff in planning, design, and construction of infrastructure related capital projects and any other special project assignments.

Utilizes Computerized Maintenance Management Systems (CMMS) work order systems/Enterprise Asset Management (EAM) software to track all maintenance and improvement tasks, activities and projects.

Prepares necessary reports from CMMS related to operations/maintenance activities.

Maintains and updates equipment information in asset management/work order software

Develops preventative maintenance (PM) work orders for all maintenance activities and oversees and ensures that all required preventive maintenance activities are performed on time.

Acts as the Director for Utilities & Stormwater branch in the City' s National Incident Management System (NIMS) organizational chart.

Assists in preparing requests for proposals, scopes of work, and task orders for contracted projects in preparation for informal solicitations

Participates in the development and administration of the annual budget; funding forecast for infrastructure needs; and monitors and approves operation al expenditures.

Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents; reports all accidents and damage to city property.

Participates in professional organizations to stay abreast of new trends and innovations in the public works field.

Performs other related duties as required.

Qualifications:

Knowledge of:

Principles and practice of construction, maintenance, and repair of typical public works maintained infrastructure. Materials, methods, termin ology, equipment, and tools used in the maintenance and repair of water and sewer infrastructure, water management facilities, streets maintenance, etc.

Work order (CM MS) software applications.

Equipment, tools, and materials used in typical public works operations

Computers and software applications such as Word Processing, Spreadsheets and Databases

Ability to:

Read and understand operations and maintenance manuals; construction drawings; and plans and specifications

Organize, implement, and direct work plans related to repair and maintenance operations and activities.

Perform and/oversee complex maintenance duties and operate related equipment.

Develop and recommend system s and procedures related to assigned operations.

Engage, guide, and motivate staff .

Obtain required NIMS certifications (IS-700, ICS-100, ICS-200 , IS-800 , ICS-300).

Communicate clearly and concisely, both orally and in writing.

Education and Experience Guidelines

Education /Training: Associates Degree, technical school, or two years of college level course work in Public Administration; Engineering Technology; Engineering or a related field; or equivalent combination of education and experience.

Experience: A minimum of five years of increasingly responsible operations experience in a supervisory role.

Licensure and/or Certifications: Water Distribution System Operators License, Level 3 or above;

Possess a valid Florida D river' s li cense and has an acceptable motor vehicle record.
