REQUIREMENTS AND PREFERENCES The Broward County Board of County Commissioners is seeking qualified candidates for Chief Of Medical Examiner Operations in the Office of Medical Examiner & Trauma Services.

Duties and Responsabilities

Administers the County's Death Investigation Program; directs through subordinates the planning, scheduling, and coordination of divisional activities; develops policies, procedures, and priorities to meet established goals.

Develops, implements, and maintains strategic, fiscal, and capital improvement plans for the Office of Medical Examiner and Trauma Services.

Prepares and monitors division budget and prepares special reports as required; attends conferences and public and professional meetings.

Knowledge of Federal and State Labor Laws; Collective Bargaining (Union) Agreements.

Knowledge of Florida Statutes and Florida Administrative Codes that relate to Medical Examiner and Trauma Services.

Knowledge of PeopleSoft.

Knowledge of Kronos Time Management System.

Knowledge of NeoGov particularly for rating applicants and hiring.

Knowledge of reading blueprints.

Knowledge of participation in all phases of a new building project.

Understands general operation of HVAC, VAV, Humidity related issues, Exhaust Fans.

Understands refrigeration and freezer operations including evaporators. Monitor temperature and humidity for routine working conditions and optimal operation of the facility.

Understands buildings generator operation and related diesel tanks and monitoring systems.

Understands potable and non-potable backflows.

Understands basic air quality

Oversees biennial CPR AED training for staff and AED equipment.

Oversees the annual vaccine clinic for Special Risk staff.

Manages and Supervises Administration staff, Liaison regularly with Section Supervisors.

Maintains an awareness of grant availability suitable for Medical Examiner and Trauma Services, then coordinates with the Grants Office as needed to apply for grants. If grants are awarded, coordinate with Grants office and prepare acceptance of grant through the preparation of Agenda item for County Commission.

Maintain timely completion of financial reporting according to Grant reporting schedule, usually quarterly or annually, and federal requirement of successful completion of training.

Maintain awareness of basic building safety and medical examiner, trauma, and laboratory safety with additional or updated implementation as needed.

Meets with FMD Building Manager and Maintenance Manager weekly to ensure that projects related to building and grounds maintenance are being completed.

Maintain availability to Supervisors and staff, On-Call FMD Supervisors, and Vendors after hours and weekends/holidays.

Meets regularly with Section Supervisors to ensure understanding of changing needs of section and identifying budgetary needs throughout the FY for both operation and capital needs.

Monitors HVAC systems throughout the day, after hours and weekends/holidays.

Monitors radiation badges for morgue staff.

Monitors fire suppression equipment and coordinates with Facilities Maintenance.

Monitors and maintains Air and Vacuum Compressors.

Coordinates with Chief and Deputy Chief Medical Examiner for Hurricane/Storm/Mass Casualty/Mass Disaster operations. Then carry out work-plan through Section Supervisors.

Ensure timely completion of County Emergency Operations Forms for staffing and operational expenses relative to the event.

This position is an all-encompassing role involving all aspects of building maintenance and operations.

Performs related work as assigned.

General Description

Performs highly responsible administrative work in planning, organizing and directing all line operations of the County's Office of Medical Examiner and Trauma Services. Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in criminal justice, public or business administration or closely related field.

Requires six (6) years in death investigation programs including four (4) years of high level supervisory and administrative experience or closely related experience.

Special Certifications and Licenses

None.

Preferences

Graduate Degree in Public Health, Public Administration or Criminal Justice

6+ years experience in Medical Examiner Office with 1.5 Million or more population

High level Supervisory experience over technical sections including Investigations and other operations.

Certification in ABMDI either D or F status.

Experience with new building planning and implementation.

Working knowledge of Federal Grants such as Bureau of Justice Assistance; DOJ certificate in Grants Financial Management; role as Financial Point of Contact.

Experience with Collective Bargaining Contracts.

Experience with in house analytical laboratory and medicolegal investigations.

Working knowledge of Forensic Toxicology Laboratory operations, laboratory equipment and contracts.

Experience with all phases of new building plans; implementation and ensuring plans are being followed, working with team members and vendors.

Working experience with Kronos Time Management System.

Working experience with PeopleSoft with approval roles.

Working knowledge of F.S. 406, F.A.C. 11G including the Practice Guidelines for Florida Medical Examiners; F.S. 119.

Compensation

The established salary range is up to $141,750.96 per year, including an excellent  benefits package. Placement within the range is based on qualifications and experience .

The State of Florida does not have a state income tax. The County’s comprehensive benefits include: Florida Retirement System (FRS) - Employees have the choice of two retirement plans: the traditional pension plan with eight years of vesting or the investment plan with one year of vesting. (This position falls under Special Risk FRS)

Deferred Compensation – The County offers a 457 plan offered through three providers: ICMA Retirement Corporation, Brighthouse Financial, and Nationwide Retirement Solutions.

Flexible Spending Accounts – Medical expense and dependent care accounts.

Health Savings Accounts - Newly benefit-eligible employees with benefits that elect either of the High Deductible Health Plans (HDHP) effective January 1, 2020, or later, will automatically receive prorated funding for 2020 based on month of eligibility.

Vacation and Sick Leave – Leave is accrued biweekly for vacation and sick time; annualized at two weeks of vacation and 12 days of sick time; additionally, 40 hours of job basis leave is granted annually for exempt salaried employees.

Holidays – Ten (10) holidays and two (2) personal days.

Insurance Coverage – The County offers a variety of benefit plans that employees can purchase including Health, Dental, Vision, Long Term Disability, and Pre-paid Legal. The County subsidizes enrollment in Health and provides a waiver credit if applicable.

Life Insurance – The County offers $25,000 of group term life and AD&D Insurance. Employees can purchase additional life insurance for themselves and their dependents and spouse/domestic partner.
