Job Description:

Director of Finance Primary Purpose Contributes to-- Health Clinics' financial success by managing and overseeing the daily operations of Health Clinics' accounting functions. Ensures the timeliness and accuracy of clinic financial statements, general ledger and asset management. -- Essential Job Functions 1. -- -- Plans, directs, supervises, and coordinates work activities of subordinates and staff, including hiring, coaching, evaluating, and terminating, all in accordance with University policies and procedures. -- 2. -- -- Collaborates with clinic management staff in developing the strategic plan and its financial planning component. -- 3. -- -- Plans, develops, implements, and administers financial control, analysis, operating systems, internal control, as well as financial policies in accordance with generally accepted accounting principles (GAAP), regulations, and existing federal and state laws. -- -- 4. -- -- Creates and manages the fiscal year budget, providing monthly run rate reports for executive management. Participates in budget planning and monitors clinics' performance according to established budget; provides input to University's CFO regarding budgetary matters. -- 5. -- -- Communicates with administration regarding the financial performance and outlook of clinical operations. -- 6. -- -- Works collaboratively with Financial Operations in reviewing clinic receivables throughout the year and at fiscal year-end. Responds to any other internal and/or external audit requests on an as-needed basis. -- 7. -- -- Conducts financial modeling including "what if" analyses, forecasting and financial strategies, keeping leadership abreast of concerns related to budget shortfalls. 8. -- -- Advises management about issues such as resource utilization and the assumptions underlying budget forecasts. -- 9. -- -- Manages, reviews, edits, and administers all financial activities of contracts, consulting agreements, subcontractors, and vendor agreements for capital projects. -- 10. Supervises the analysis of costs and makes rate recommendations to ensure appropriate income/cash flow. -- 11. Monitors the progress/status of purchase requests and contracts with departmental budget owners and project leaders as needed to ensure finance accuracy of these budgets and accounts. -- 12. Reviews and analyzes financial reports including financial forecasts, cost center salary and direct expenses, month-end financial reporting, receivables levels (days in AR and aging), cost center productivity and long-range strategic plans for Health. -- 13. Integrates systems data to produce reports for Health's operational, managerial, and executive leadership including revenue, projected revenues, cash forecasts, denial metrics, etc. -- 14. Collaborates with all levels of management to analyze the financial implications of key business issues, outline strategic alternatives, build consensus and recommend strategic action plans. -- 15. Performs feasibility analysis for any new ventures under consideration. -- -- 16. Ensures compliance with University policies and procedures; county, state, federal, and international regulations; professional association guidelines; and accreditation requirements. -- 17. Establishes operational guidelines and makes any necessary modifications, based on analysis of operations, demographics, and other research information. -- 18. Coordinates accounting activities with other units. -- 19. Surveys operations to ascertain accounting needs and to recommend, develop, or maintain solutions to business and financial problems. -- 20. Provides training as needed to disseminate information, improve processes, or improve reporting functionality. -- 21. Completes special projects as assigned. -- 22. Performs other duties as assigned or required. -- -- -- Marginal Job Functions -- Required Knowledge, Skills, and Abilities Knowledge: 1. -- -- Advanced knowledge of MS Access and/or other database reporting tools. 2. -- -- Administration and Management - Thorough knowledge of business and management principles involved in strategic planning, resource allocation, budgeting, human resources modeling, leadership technique, and/or coordination of people and resources. 3. -- -- Accounting - Comprehensive knowledge of non-profit GAAP accounting principles and practices, and the analysis and reporting of financial data. 4. -- -- English Language - Thorough knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar. 5. -- -- Clerical - General knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology. 6. -- -- Computers and Electronics - General knowledge of computer hardware and software, including applications, programming, and/or systems configuration. 7. -- -- Administration and Management - Thorough knowledge of business and management principles involved in strategic planning, resource allocation, budgeting, human resources modeling, leadership technique, and/or coordination of people and resources. 8. -- -- Customer and Personal Service - General knowledge of principles and processes for providing customer and personal services. -- Skills: 1. -- -- Management of Financial Resources - Advanced skills in determining how money will be spent to get the work done, and accounting for these expenditures. 2. -- -- Management of Personnel Resources - Advanced skills in motivating, developing, and directing people as they work, identifying the best people for the job. 3. -- -- Mathematics - Advanced skills in using mathematics to solve problems. 4. -- -- Critical Thinking - Advanced skills in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. 5. -- -- Speaking - Proficient skills in talking to others to convey information effectively. 6. -- -- Judgment and Decision Making - Advanced skills in considering the relative costs and benefits of potential actions to choose the appropriate one. -- Abilities: 1. -- -- Oral Comprehension & Expression - The ability to listen to, understand, and communicate information and ideas presented through spoken words and sentences so others will understand. 2. -- -- Written Comprehension & Expression - The ability to read, understand, and communicate information and ideas in writing so others will understand. 3. -- -- Mathematical Reasoning - The ability to choose the right mathematical methods or formulas to solve a problem. 4. -- -- Number Facility - The ability to add, subtract, multiply, or divide quickly and correctly. 5. -- -- Deductive Reasoning - The ability to apply general rules to specific problems to produce answers that make sense. 6. -- -- Inductive Reasoning - The ability to combine pieces of information to form general rules or conclusions (including finding a relationship among seemingly unrelated events). -- Physical Requirements: 1. -- -- Near Vision - Must be able to see details at close range (within a few feet of the observer). 2. -- -- Speech Recognition - Must be able to identify and understand the speech of another person. 3. -- -- Speech Clarity - Must be able to speak clearly so others can understand you. 4. -- -- Travel - Must be able to travel on a daily and/or overnight basis. 5. -- -- May be required to work nights or weekends. -- -- Required Certifications or Licensures -- Required Education Bachelor's Degree -- Required Experience 1. -- -- Bachelor's Degree and minimum ten (10) years' experience in finance/accounting/budget, in healthcare financial management. 2. -- -- Certified Public Accountant (CPA) -- 3. -- -- Experience in a leadership or supervisory role. -- Preferred Qualifications 1. -- -- Master's Degree or MBA. 2. -- -- Experience in a clinical academic setting. 3. -- -- Experience as a super user in Electronic Medical Records (EMR) systems, preferably NextGen and AxiUm.
